Your business is ready for government work. Is your bid?

Every year, departments, municipalities and state-owned entities buy everything from stationery and catering to cleaning, security, IT, training and construction. A good share of that money is meant to go to small businesses like yours.

Yet many capable small businesses never win a single tender. Most of the time it isn't because their prices are too high or their work is poor. It's because:

  • a form was not signed
  • a certificate had expired
  • a compulsory briefing was missed
  • the technical response said "we are experienced" without proving anything

These mistakes are avoidable. This guide shows you exactly how to avoid them.

“Winning a tender is not luck. It is a process, and a process can be learned.”
– Phumzile Skosana

Why this guide is different

Written by someone who has evaluated tenders

Phumzile spent 10 years at Eskom, where she had the opportunity to evaluate tenders. She knows what evaluators look for – and what gets bids thrown out.

Practical, not theoretical

Every chapter ends with action steps. Checklists, worked examples and a full walkthrough of a first tender show you exactly what to do, not just what the rules say.

Up to date for 2026

The 2026 edition reflects the Preferential Procurement Regulations, 2022 (the 80/20 and 90/10 systems and specific goals) and explains what the Public Procurement Act 28 of 2024 will change once it comes into operation.
